The Real Property Tax Compliance and Impact Study (RPTCIS) is a practical and analytical module designed to guide Local Government Units (LGUs) and assessors in evaluating the effects of property valuation and tax policy adjustments. This course walks participants through the full process of conducting a compliance and impact study—from understanding assessment revisions and tax policy levers to computing projected revenues and analyzing taxpayer burden. Learners will explore how changes in Schedule of Market Values (SMVs), assessment levels, and tax rates affect both individual taxpayers and overall LGU revenue performance. The module also clarifies the distinction between technical valuation functions and political decision-making responsibilities, equipping participants to operate confidently within the evolving RPVAR framework. By the end of the course, learners will be able to conduct systematic, data-driven RPT compliance and impact studies that support sound fiscal planning, equitable taxation, and sustainable local revenue generation.
